That is the framework through which the state regulators' federation, the FSGRN, grants one permit recognised by its member states.
The Lagos State Lotteries and Gaming Authority register lists Advanced Hospitality for Betwinner from 7 June 2026 to 6 April 2027. Betwinner is not on the Lagos list of illegal operators.
What the permit does not cover
The permit covers betwinner.ng. Betwinner sites for other countries run under other companies and licences. If a link or app sends you anywhere other than betwinner.ng, you are no longer dealing with the Nigerian licensee. Complaints under section 2 must be served in writing within 10 days of the problem.

How fast Betwinner pays out, and why it can refuse

Section 7 lets the Security Service refuse a withdrawal when "the deposit or withdrawal amounts [are] inconsistent with bets placed": your stakes must add up to your deposits, at odds of at least 1.1. Winnings go back by the method you deposited with, and a first, large or changed-method withdrawal can wait for extra checks. Section 2 allows a video call and up to 72 hours to review documents.
This is the plain answer to "why can't I withdraw". Most refusals trace to one of three rules: unplayed deposits, a different payout method, or ID still under review. A Litecoin deposit follows the same rules as a naira one.

Betwinner.ng has what most crypto casinos on this site lack: a Nigerian permit, a Lagos listing, a naira rail and a local phone line. Litecoin is listed both ways without fees, so you can move between coin and naira on one licensed site.
